How do they work?
Even the scientists don't fully agree, but it's down to something like this..... 
The four "paddles" are black on one side and silver on the other.  The black side absorbs more energy from the sun than the silver side.  The latest theory says that it is the effect of molecular movement around the edges of the paddles.  This generates sufficient force to turn the paddles.  However, this can only happen when there is a partial vacuum within the ball.  As the forces involved are tiny, a normal atmosphere in the ball would create too much resistance to the paddles rotating.
